INTRODUCTION
The various clauses of Section 2 lay down requirements relating to flying qualities. These are supplemented by leaflets, which give details of acceptable means of compliance with certain of these requirements and advisory information, which may limit the conditions under which these acceptable standards apply. It would be possible to demonstrate compliance by taking each combination of aeroplane loading, configuration, speed, height, fuel state, failure state etc., and to establish, for each of these, the level of flying qualities achieved. However, this would be extremely time consuming and costly, particularly on the more complex types of aeroplane, with their many external store loadings and failure states. It is necessary to be selective and the Contractor should aim at carrying out only the minimum amount of testing that is required to demonstrate compliance. On a simple aeroplane, this may involve the selection of a worst case in relation to a particular requirement, a particular level of flying qualities and the demonstration by some means that the requirement is met. However, such selection will not always be possible from first principles and quite a lot of preliminary work may be required before the worst cases can be established. It is not possible, therefore, to lay down a set of simple rules that will apply on all aeroplanes. The Contractor has to select a procedure for demonstrating compliance and to submit his proposals to the Aeroplane Project Director before embarking on the test programme. The following paragraphs give guidance on the aspects that he should consider in drafting his proposed programme of demonstration. Clause 2.2 to 2.20 set out the specific flight tests which are to be made to demonstrate compliance with the requirements of Clause 2.1 and 2.21 to 2.25.
