REISSUANCE AND PURPOSE
This Instruction:
Cancels reference (a), and implements references (b) and (c).
Implements policy, delineates command relationships for community relations activities and procedures, and prescribes procedures under reference (c) on the conduct of public affairs community relations (hereafter referred to as "community relations") activities and programs throughout the Department of Defense.
APPLICABILIT AND SCOPE
This Instruction:
Applies to the Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, and the Defense Agencies, the DoD Field Activities, and all other organizational entities the Department of Defense (hereafter referred to collectively as "the DoD Components").
