Applicability. This regulation applies to ships engaged in commerce on the navigable water of the United States, its territories and possessions except the Panama Canal. The provisions of 33 CFR 113 govern the movement of explosives and hazardous cargo through the Panama Canal. Where applicable, and when not in conflict with local Government laws or the regulations of the host country, the provisions of this regulation will be implemented overseas.

Purpose and scope. This regulation establishes policy and provides procedures and direction governing Army-sponsored shipments of explosives and hazardous cargo aboard vessels (including barges) and applies to ships engaged in commerce on the navigable water of the United States, its territories and possessions except the Panama Canal. The provisions of 33 CFR 113 govern the movement of explosives and hazardous cargo through the Panama Canal. Where applicable, and when not in conflict with local Government laws or the regulations of the host country, the provisions of this regulation will be implemented overseas.
