PURPOSE.
This notice provides guidance and standardization for the development and administration of special stand-alone Area Navigation (RNAV) Transition procedures. Specifically, these criteria are designed to allow a lead operator, in cooperation with a local Air Traffic Control (ATC) facility, to develop RNAV Transition procedures.
