scope:
Purpose.
To revise the Naval Facilities Engineering Command (NAVFACENGCOM) procedures for functional transfer of program execution responsibilities between NAVFACENGCOM and other Navy Budget Submitting Offices (BSO), or between NAVFACENGCOM and other DOD/Federal Agencies. In addition to, or sometimes even without actual direct budget funding adjustment, these program functional transfers may include related workforce civilian position and military billet End Strength targets or authorizations, and their associated Full-Time Equivalent (FTE)/Workyear requirements.
