Purpose and Scope
The purpose of Naval Control of Shipping (NCS) is to control the merchant shipping of Allied and other nations in periods of crisis and conflict. This control includes Crisis Response Shipping and neutral shipping sailing under charter to participating nations, so that shipping may be better protected. EXTAC 1013 is intended to give guidance for the implementation of Regional Naval Control of Shipping (RNCS) between and among NATO nations, Partnership for Peace (PfP) nations, and other non-NATO maritime nations. The scope of this publication is limited to RNCS. EXTAC 1013 was originally issued on a limited basis by CINCEASTLANT and the U.S. Navy Tactical Support Activity in July of 1995. This edition is more extensive in scope and provides all relevant information required for operations between NATO navies and those of other maritime powers for exercises and operations involving RNCS. Full Naval Control of Shipping (FNCS) is out of the scope of this publication.
