This instruction applies to all NAVAIR civilian employees as defined in enclosure (1), with the below exceptions. In the event of a conflict between this instruction and a local negotiated agreement, the local negotiated agreement will take precedence.
Purpose. To promulgate policy and procedures consistent with references (a) through (h) for administrating disciplinary and adverse actions throughout the Naval Air Systems Command (NAVAIR), and Program Executive Offices (PEOs).
