Applicability and Scope
a. This instruction applies to all NAVAIR activities that participate in the development, procurement, and in-service support of aircraft, related systems, and weapons that are deployed in CV/CVN, LHA/LHD, or ACS ships, inclusive of NAVAIR Headquarters (NAVAIRHQ) (including the AIR-1.0 PMAs) and the NAWCs. Additionally, under the agreements of references (c) through (e), this instruction applies to the Aviation PEOs and their associated PMAs and the Joint Strike Fighter (JSF) Joint Program Office.

c. The responsibilities assigned by this instruction apply to integration of aircraft, related aircraft systems (e.g., Air Traffic Control, Visual Landing Aids, Ground Support Equipment (GSE), Air Launch Recovery Equipment (ALRE)), weapons, mission planning tools, and shipboard maintenance facilities onto all U.S. Navy ships (including Military Sealift Command (MSC) and U.S. Navy owned or leased ships) currently conducting, being designed to conduct, or supporting flight operations with aircraft owned or leased by the U.S. Navy.
Purpose
a. To establish policy and provide procedures for the integration of Naval Aircraft and related systems and weapons with Aviation Ships, such as Aircraft Carriers (CV/CVN), Amphibious Assault Ships (LHA/LHD), and Air Capable Ships (ACS).
b. To formally document duties and responsibilities, organizational construct, and concept of operations for Naval Air Systems Command (NAVAIR) Aviation/Ship Integration (A/SI) as initially established via references (a) and (b).
c. To describe roles, responsibilities, authority, and action of NAVAIR organizational entities (Program Executive Officers (PEOs), Program Managers, Air (PMAs), the Naval Air Warfare Centers (NAWCs), and NAVAIR competencies) that function as stakeholders in the A/SI interface.
d. To provide an overview, for information purposes, of NAVAIR
A/SI, including the A/SI Team, for other NAVAIR
agencies/departments
