scope:
Purpose.
To provide guidance and policy for ADR programs within the Naval Education and Training Command (NETC) and to establish the requirement that all NETC activities and commands use ADR to resolve Equal Employment Opportunity (EEO) complaints, workplace disputes, and other issues in controversy, wherever practical and consistent with the provisions of references (a) and (b). This instruction does not change entitlements of employees to file formal complaints or grievances or to use the chain of command to resolve issues; rather, it establishes additional tools to resolve disagreements.
Scope and Applicability.
ADR programs will apply to all managers, supervisors, and
non-bargaining unit employees. Bargaining unit employees are subject to local
