Purpose. This regulation provides policies and procedures for the advertisement and distribution of USACE electronic contract solicitations (ECS).
Applicability. This regulation applies to HQUSACE and all USACE commands. It does not apply to acquisitions made outside the United States, its possessions, or Puerto Rico.
