To provide management guidance and define the duties, responsibilities, and command relationships of Naval Reserve offices assigned as liaison officers to military and civil headquarters in support of the Navy Civil Emergency Management Program; to outline the concept, organizational structure, and program responsibilities for the NEPLOs; and to establish procedures to be used in selecting NEPLOs, per references (a) and (b). This instruction has been completely revised and should be read in its entirety.
