Purpose. This pamphlet provides U.S. Army Corps of Engineers (USACE) personnel with procedural guidance for preparing Explosives Safety Submissions (ESS) for conventional ordnance and explosives (OE) response actions.
Applicability. This pamphlet applies to all Headquarters, U.S. Army Corps of Engineers (HQUSACE) elements and all USACE commands having responsibility for performing OE response activities.
