The aim of this agreement is to standardize stability test procedures fot nitrocellulose based propellants containing up to 15% nitroglycerin(Footnote 1) and stabilizer consumption rates.

Footnote 1 - Propellants containing between 15 and 20% nitroglycerin may be tested by this procedure. However propellants in this category failing to meet the set criteria may still remain chemically stable, under suitable storage conditions. However in such cases further testing is necessary to establish the chemical safe life of the propellants.
