scope:
a. The CNET HMC&M program is an integral part of the Navywide program to direct and coordinate efforts to assure safety in the use of hazardous material (HM). As used in this instruction, HM is any material, defined in reference (c) and Federal Standard 313, that because of its quantity, concentration, physical, chemical, or infectious characteristics may pose a substantial hazard to human health, property, or the environment when treated, handled, used, packaged, stored, transported, or disposed. This includes ignitable, corrosive, reactive, or toxic materials but excludes ammunition, weapons, explosives, explosive actuated devices, propellants, pyrotechnics, chemical and biological warfare materials, radioactive materials, medical, veterinarian and pharmaceutical drugs, devices and products, hazardous materials when part of a remedial action conducted under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), and consumer products or hazardous substances when such use in the work place results in an exposure duration or frequency which would reasonably be experienced by the consumer outside the work place.
b. The HMC&M program includes the following components:
(1) Identification and classification of HM.
(2) Safety and health precautions and training for the safe handling and use of HM.
(3) Transportation, packaging, marking, labeling, documenting, placarding, storage, and disposal requirements for HM.
