This instruction applies to all personnel and activities, to include contractor personnel, that handle Critical Information (as defined by the OPSEC process) at SPAWARSYSCOM, SPAWAR Echelon III commands, all sites for which COMSPAWARSYSCOM has cognizance, collectively referred to in this document as "SPAWAR", and SPAWAR supported PEOs and Directors.

To issue policy, guidance and assign responsibilities for Operations Security (OPSEC) Programs at Space and Naval Warfare Systems Command (SPAWARSYSCOM), SPAWAR Echelon III Commands, and other SPAWAR activities (as defined in paragraph 2), in accordance with references (a) through (l).
