This instruction sets forth the basic technical data policy for the planning, development, procurement, operation, supply support, and maintenance of all NAVAIR systems and equipment throughout their life cycles. This instruction applies to the Naval Air Systems Command Headquarters (NAVAIRHQ), its field activities, and inventory control points (ICP's) when contracting or performing data management actions for NAVAIR.
