This instruction applies to all NAVAIR sites, Naval Air Systems Command Headquarters (NAVAIRHQ), field activities and business units. The NAVAIR affiliated Program Executive Officers (PEOs) must get conference approval from the Assistant Secretary of the Navy for Research, Development and Acquisition (ASN(RDA)) as directed in reference (i).
Purpose.
To provide policy and procedures for sponsoring conferences involving expenditure of temporary duty funds in accordance with references (a) through (h), to ensure that approved conferences are both fiscally responsible and mission- essential.
