This instruction applies to the Naval Air Systems Command Headquarters (NAVAIRHQ), the Naval Aviation Depot Operations Center (NAVAVNDEPOTOPSCEN), the Naval Aviation Depots (NAVAVNDEPOT's), the Naval Avionics Center (NAVAVIONICCEN), the Naval Air Engineering Center (NAVAIRENGCEN), and the Pacific Missile Test Center (PACMISTESTCEN). ACP equipment encompasses all plant equipment of a capital nature funded by Navy Industrial Fund (NIF) and meeting the definition of plant property as established by reference (a). In general, this instruction applies to all class 3 and 4 property with a unit acquisition cost of $5,000 or more and an economic service life of 2 years or more. Minor construction projects are those with construction costs between $5,000 and $200,000, have a useful life of 2 or more years and which support industrial fund operations. Management information systems is software with costs over $100,000 and a life usage of more than 2 years.
