a. This instruction establishes reporting procedures for quality deficient supply system material, including warranted items and short life defects or failures, which has been accepted into the Naval Supply Systems Command (NAVSUPSYSCOM) and stored or used at Navy activities, excluding NAVAIRSYSCOM and/or Navy Aviation Supply Office (ASO) managed material (see paragraph 6e). For purposes of information and example, however, enclosures (2) and (3) contain detailed preparation, processing and distribution instructions for QDRs for all types of cognizance codes, including aviation.

b. This instruction standardizes product quality deficiency reporting procedures which will ensure that nonconforming and quality deficient stocks are effectively identified, located, isolated and purged from the system, that disposition instructions are issued promptly to consumers and stock points, and that corrective action is initiated to preclude recurrence.
