scope:

a. The Qual/Cert program is required for every activity whose mission involves any explosive task or device.

b. Personnel that must be qualified and certified are identified in enclosure (1).

c. As provided in reference (a), enclosure (1) page 10-2, to ensure command integrity of the Qual/Cert Program, augmentees or personnel on detail to other commands shall be subject to the Qual/Cert Program and administrative requirements of that command to which they are joined, (e.g. USMC augmentees to USN activities), ashore or afloat, will be part of the local USN Qual/Cert Program. However, USMC squadrons embarked aboard USN ships shall be governed by the CMC vice CNO Qual/Cert Program.

d. All personnel who operate with a Type Commander (TYCOM) command or on board a TYCOM facility, who are not currently qualified/certified under a separate instruction, must meet the standards of this instruction.
