This instruction is applicable to acquisition (development or production) and modification actions involving electronic, aeronautical, and aeronautical support equipment under the cognizance of the Naval Air Systems Comnand (NAVAIR). These actions are initiated by the Naval Air Systems Command Headquarters (NAVAIRHQ), its field activities, and other government and military agencies, including but not limited to, the Aviation Supply Office, Ships Parts Control Center, and other inventory control points (ICP' s) .
