scope:

a. This instruction applies to facilities projects at all shore activities of the Department of the Navy, in including reserve activities; and headquarters of unified commands, specified commands, subordinate unified commands, and military assistance advisory groups, for which the Navy is assigned administrative and logistic support responsibility.

Projects at Navy and Marine Corps industrial fund and modified industrial fund activities and projects for installation of equipment (personal property) are included. There are, in addition, provisions concerning projects in international balance of payment areas and non-appropriated fund projects.

b. This instruction does not apply to:

R)(1) Research, development, test, and evaluation projects that provide facilities and equipment to a contractor as authorized by 10 USC 2353, or

(2) Family housing.
