Purpose.

This handbook covers the procedures necessary to determine the material condition of boilers and unfired pressure vessels to ensure their continued safe, reliable, and efficient operation. The procedures also require determination of combustion efficiency and proper operation of boilers, boiler auxiliaries, and controls. Exceptions to these requirements will not be made without the formal concurrence of the Naval Facilities Engineering Command's (NAVFACENGCOM) Boiler -Inspection Certification Board. The authority for these requirements is a Chief of Naval Operations letter, dated 22 October 1970, Inspections of Boilers, Unfired Pressure Vessels, Elevators, Dumbwaiters, and Escalators. The frequency of inspection and testing, the various items or components to be inspected or tested, and the forms to be used are specified in this handbook.
