This standard establishes the requirements for telecommunication facilities and systems of the Federal Government to utilize time and frequency reference information based upon Coordinated Universal Time (UTC).

The purpose of this standard is to facilitate interoperability between telecommunication facilities and systems of the Federal Government.

This standard shall be used by all Federal agencies where interoperability between Federal Government telecommunication facilities and systems is dependent on time or frequency reference information.
