This instruction applies to Acquisition Category (ACAT) I through IV programs managed by the Commander, Naval Air Systems Command (COMNAVAIRSYSCOM); the Program Executive Officer for Air Anti-Submarine Warfare, Assault and Special Mission Programs (PEO(A)); the Program Executive Officer for Tactical Aircraft Programs (PEO(T)); and the Program Executive Officer for Strike Weapons and Unmanned Aviation (PEO(W)). Preparation of this instruction was coordinated by representatives from each of these organizations.

Purpose. To establish procedures, guidelines, and responsibilities for conducting Acquisition Review Boards (ARBs) for programs assigned to the Naval Air Systems Command (NAVAIR) and the naval aviation Program Executive Officers (PEOs).
