scope:

Purpose and Applicability

a. This regulation establishes uniform storage and materials handling policies, procedures, and responsibilities for use by DOD supply installations/activities involved in the receipt, storage, issue and care of miìitary supplies and equipment, except for preservation-packing and operation, defense property disposal storage facilities, and maintenance of bulk petroleum fuel handling facilities.

(1) Preservation-packing of military supplies and equipment is contained in joint services publications DSAM 4145.!&"M 38-23"AVSUP PUB WAFP 71-15/MCO 4030.31B, Vol I, Preservation and Packing, and DSAM 4145.2, Vol IUTM &B& 4030.21C, Packing. Guidance applicable to bulk petroleum fuel handling facilities is set forth in MIL HDBK-201, Petroleum Operations.

b. The provisions of this regulation apply to the Department of the Army (DA), the Department of the Navy (DN), the Department of the Air Force OAF), the Marine Corps (MC), and the Defense Logistics Agency (DLA) (referred to collectively as "DOD Components").
