The aim of this agreement is to standardise the methods used by NATO forces for:

a. Generating and applying hazard zones associated with peacetime firing of Naval, Army and Air Force hand-held weapons upon ranges operated separately or jointly by the three services.

b. Developing the criteria against which safety assessments are undertaken and in relation to which range safety precautions and procedures are established for individual ranges, in order to facilitate the sharing and more cost-effective use of the available NATO land, sea and air range facilities by the forces of all members of the Alliance.
