The aim of this agreement is to standardize procedures for use in times of crisis and war and peacetime exercises, which will permit aircrews to start up and take off their aircraft and follow Terminal Aerodrome Departure Procedures (TAPs)/Standard Instrument Departure Procedures (SIDs) with minimum R/T.
