Diese Norm legt die Mindestanforderungen für Betrieb und Leistung, Prüfverfahren und geforderte Prüfergebnisse fest, entsprechend den von der IMO übernommenen Leistungsnormen in der Entschließung MSC.74(69), Annex 2: Empfehlungen für Leistungsnormen von Bahnregelungssystemen. Zusätzlich berücksichtigt ist die IMO-Entschließung A.694 in Verbindung mit IEC 60945.

Wenn eine Anforderung dieser Norm von der Internationalen Norm (IEC 60945) abweicht, dann hat die Anforderung dieser Norm Vorrang. Außerdem berücksichtigt die Norm die IMO-Entschließung A.302(87) zum Brückenalarm-Management (BAM).
