scope:
This guideline is to provide a basis for identifying and assessing the costs generated by the procurement process in terms of a total cost of ownership approach (TCO analysis). Based on this analysis, information on the most cost-effective procurement route can be derived, thus providing a more accurate cost estimate for the products so procured.
