scope:

PURPOSE. This instruction:

a. Establishes policy and assigns responsibilities to define DoD CRF management in accordance with the authority in DoD Directive (DoDD) 5144.02 (Reference (a)) and the guidance in DoDD 4650.05 (Reference (b)).

b. Provides procedures for coordinating CRF and Earth orientation parameters (EOP) requirements and maintaining the CRF standard and the EOP reference standard for use by all DoD Components, other agencies of the Federal Government, DoD contractors, and related scientific laboratories, in accordance with Reference (b). This includes programming necessary resources to maintain the CRF and EOP data and information for DoD users.

c. Establishes the CRF Working Group as the primary advisory body to the DoD Positioning, Navigation, and Timing (PNT) Executive Committee and the DoD Chief Information Officer (CIO) on all CRF and EOP matters, in accordance with the authority in Reference (a).

APPLICABILITY. This instruction applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the DoD (referred to collectively in this instruction as the "DoD Components").
