Introduction

This Design Risk Assessment (DRA) has been prepared to accompany a Generic Form A Approval In Principle (AIP) document for OLE Foundations. The DRA is provided in order to identify and mitigate risks associated with the generic design, installation, use/maintenance and demolition of OLE foundations. This document covers the works as shown on the drawings and documents listed in the generic Form A AIP document reference NR/CIV/SD/FORMA/690 Rev A01. In particular, the Executive Summary section shall be read by the detailed design organisation for details of the applicability of the generic AIP, limitations of its use and further work undertaken subsequent to the generic AIP which has not been included.

It is envisaged that risk assessment process will be 'live' and this or another suitable document will be updated by the detailed designer, particularly when the nature of the proposed structure locations/route are identified and the preferred foundation solution has been selected.

For the construction and demolition phases, generic hazards likely to be encountered on a construction site have been considered but excluded from the risk assessment where considered to be of minor or generic significance such that a reasonably competent contractor would be expected to have controls in place as a matter of course. These include:

  • Design process and approvals
  • Railway environment generally
  • Highway environment generally
  • Hazards relating to competence of contractor or designer
  • Slips/trips/falls
  • Working at night
  • Working at height
  • Leptospirosis/water borne disease
  • Vegetation removal
  • Hazards relating to use of 'normal' construction materials (COSHH), e.g. cement

Notwithstanding this, these hazards will need to be considered in more depth where the detailed designer is able to reduce significantly the risks arising by amending the design.

Scope of Works

The risks detailed in this Design Risk Assessment relate to generic hazards associated with the generic matrix design produced by Atkins as presented in this generic Form A AIP only. This document relates to hazards arising from foundation installation for the OLE masts and hazards presented by the railway environment.

Site-specific hazards must be assessed by the detailed designer and (where appropriate) by the allocation designer prior to construction. The findings will be provided in subsequent risk assessments.
