scope:

This directive applies to all acquisition programs requiring supply support within DOD for HSC managed systems/equipment regardless of funding source or method of support (e.g., contractor or Navy) except the following:

a. Aircraft spare parts and aviation support equipment within the Aircraft Procurement Navy appropriation,

b. Strategic System Program Office managed material,

c. Contractor furnished equipment, except for specifically designated mission critical equipment or spares costing more than $100K per year, by joint determination of the Program Support Inventory Control Point (PSICP) and HSC,

d. Civil engineering and construction equipment,

e. Navy nuclear propulsion plants under cognizance of Director, Naval Nuclear Propulsion Program (NAVSEA 08),

f. Foreign Military Sales Programs, and

g. Equipment under the Research, Development, Test and Evaluation appropriation (unless a system under development is to be upgraded to the production baseline configuration and made operational).
