PURPOSE. Per reference (a), the Commanding Officer of a vessel is responsible for the safe navigation of that vessel. Cutter and station Commanding Officers (COs) and Officers-in-Charge (OICs) must draft unit-specific Navigation Standards to support this instruction. This Manual provides guidance and procedures for CO/OICs in the development of Command Navigation Standards that enable safe navigation of cutters, cutter boats, and shore-based boats during mission execution within varied, challenging, and unique Areas of Operations (AORs).
