Purpose of This Order.
This order provides guidance to Federal Aviation Administration (FAA) and contractor personnel for the administration and operation of the FAA Contract Tower (FCT) Program. Air Traffic Services (AJT), Operations Headquarters (AJT-2), Contract Operations Group (AJT-21) provides guidance and direction for headquarters and service area personnel, and national contractors, wherein contractor personnel provide Air Traffic Control (ATC) services at FCT locations throughout the United States and its territories and possessions.
