PURPOSE AND SCOPE

This document defines the minimum technical specification for a 1090 MHz Extended Squitter ADS-B Ground System. For brevity, this is referred to as the "ADS-B System" throughout this document. The ADS-B System is the "SUR Sensor" element of an infrastructure supporting ATS Surveillance Service(s), such as the Approach Control and Area Control Services within the European Air Navigation Region.

Within the framework of this document, the ADS-B System is intended to support the following ATC separation minima to aircraft equipped with cooperative surveillance avionics:

  • 5.0 NM: between aircraft in En-Route airspace (in high, medium and low density1 airspace);
  • 3.0 NM: between aircraft in TMA airspace (in high, medium and low density airspace);
  • 2.5 NM: in-trail between succeeding aircraft on approach to the same runway within high density airspace;
  • 2.0 NM: diagonally between successive aircraft on approach to dependent parallel runways in high density airspace;

In addition, the ADS-B System as specified in this document will also be capable of supporting airport surface operations in line with the ADS-B-APT application (as defined in the EUROCAE ED-163, Ref Doc [31]).

Whilst a range of possible uses are identified above, the basic design and functionality of the ADS-B System will be common. The design of the deployed system will however need to be made cognisant of the operational context in which it will operate (and of applicable surveillance data performance requirements).

The ADS-B System may also be used to support Aircraft Performance Monitoring, which is needed to ensure that the ADS-B performance of aircraft stays conformant to their certification.

Additional capabilities such as Traffic Information Service - Broadcast (TIS-B), multilateration (notably for integrity checking) and/or a data logging function are not considered part of the minimum requirement.

This technical specification for an ADS-B System is designed to ensure that the equipment compliant with it, will be compatible with aircraft 1090 MHz Extended Squitter based ADS-B Out installations that are certified to either:

  • EASA CS-ACNS (referring to the ED-102A / DO-260B version '2' data link protocol), as applicable as a minimum certification baseline for the provision of the ATS Surveillance Service within medium- and high-density airspace (sometimes referred to as "ADS-B RAD") and as compliant with European Commission EU1207 / 2011 (and amendments thereof); (Ref Docs [9][2])

Or

  • EASA AMC 20-24 (referring to the ED-102 / DO-260 version '0' and DO-260 version '1' data link protocols), as applicable as a minimum certification baseline to the provision of the ATS Surveillance Service within low-density airspace (sometimes referred to as "ADS-B NRA". (Ref Doc [4])

It is assumed that any given airspace could have mixed equipage and therefore the ADS-B System will need to cope with the presence of all types of aircraft avionics.
