scope:
PURPOSE. This Instruction reissues DoD Instruction (DoDI) 1327.6 (Reference (a)) and incorporates and cancels DoD Directive (DoDD) 1327.5 (Reference (b)) and Under Secretary of Defense for Personnel and Readiness (USD(P&R)) Memorandum (Reference (c)), in accordance with the authority in DoDD 5124.02 (Reference (d)), to establish policy and procedures for leave, liberty (pass), and administrative absences that shall:
a. Be consistent with uniformity required of the Armed Forces of the United States according to section 704 of title 10, United States Code (U.S.C.) (Reference (e)) and the requirements of Secretary of Defense and Under Secretary of Defense for Personnel and Readiness Memorandums (References (f) and (g)).
b. Provide respite from the work environment in ways that shall contribute to improved performance and increased motivation.
c. Ensure maximum use of earned leave, minimize the loss of leave, and reduce the cost payments for unused accrued leave.
d. Incorporates and cancels Directive-type Memorandum 16-002 (Reference (h)).
APPLICABILITY.
This Instruction applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (hereinafter referred to collectively as the "DoD Components"). As used herein, the terms "Armed Forces" refers to the Army, the Navy, the Air Force, and the Marine Corps; and "Secretary concerned," refers to the Secretaries of the Military Departments.
