INTRODUCTION

The ICAO Position on issues of interest to international civil aviation to be decided at the 2015 ITU World Radiocommunication Conference (WRC-15) is presented below. The agenda of this Conference is contained in Appendix A to this attachment. The ICAO Position is to be considered in conjunction with Sections 7-II and 8 of this handbook, which incorporates the ICAO Spectrum Strategy and Policies and related information, available at the website http://www.icao.int/safety/acp (see webpage: Repository). Also available at the above-mentioned website are the WRC-15 relevant ITU Resolutions referenced in the ICAO Position.

ICAO supports the working principle which was utilized in studies for WRC-07 and WRC-12. This working principle recognizes that the compatibility of ICAO standard systems with existing or planned aeronautical systems operating in accordance with international aeronautical standards will be ensured by ICAO.
