scope:

Purpose. Per reference (a), to establish a flag-level surface and expeditionary warfare maintenance and modernization committee; to provide procedures to identify maintenance and modernization requirements and develop plans and programs to satisfy those requirements; and to establish a process to prioritize, program, and resource an integrated effective surface and expeditionary warfare maintenance and modernization plan.

Applicability. This instruction is applicable to all surface and expeditionary ship maintenance and modernization requirements with the exception of nuclear-powered surface ships.
