REISSUANCE AND PURPOSE.
This Manual implements DoD Directive 4140.1 (reference (a)) and DoD 4140.1-R (reference (b)) by providing the data elements, codes, standard procedures, and formats to be used for billing and related adjustments and collections for sales of materiel and related services. This Manual also provides standards, procedures, and formats prescribed for the Interfund Billing System. The procedures, formats, and other business rules contained in this manual are referred to collectively as the Military Standard Billing System (MILSBILLS).
