Purpose. To publish procedures for authorizing the release of communications security (COMSEC) material to U.S. industrial firms under contract to the Department of the Navy (DON). This revision updates references and incorporates current requirements for the handling of COMSEC information, materials, and equipment as well as responsibilities of the information assurance workforce.
