This directive is applicable to all officers and enlisted personnel assigned to the NAVSUP enterprise. Selected reserve personnel/active duty for special work nominees cannot fill active duty IA requests and are exempt from this directive.
Purpose.
To establish policy and procedures to support assignment of military personnel from Naval Supply Systems Command (NAVSUP) activities to meet combatant command IA requirements following policy outlined in references (a), (b) and (c).
Applicability
This directive formalizes the IA assignment process through establishment of a pre-planned, time-phased pool of qualified individuals across the NAVSUP enterprise. In addition, this directive provides support to the Navy family. It also establishes a library of After-Action Reports and materials for the reference of future IA assignees. The approach outlined in this instruction will enable the NAVSUP enterprise to attain the following desirable characteristics from the IA process.
(1) Sustainability.
This process will support the continuous rotation of individuals for the foreseeable future.
(2) Flexibility.
This process provides options to accommodate standard and pop-up/immediate IA requirements by ensuring that pre-deployment qualifications are met prior to tasking orders being received.
(3) Responsiveness.
This formalized process produces augmentation personnel with the desired qualifications and skills to the gaining command (at entry to in-processing pipeline) in an expeditious manner.
(4) Equity.
This process shares the burden of IAs across NAVSUP and treats individuals equitably.
(5) Predictability.
Each activity will develop and maintain a written IA Rotation Plan. Enclosure (1) addresses specific requirements. This allows the NAVSUP leadership to manage the risk of specific individual losses due to augmentation. It also allows individuals to make personal plans and preparations based on the potential for deployment.
This program is specifically designed to offer additional deployment support for our military personnel and for members of the Navy family. This process ensures an IA sponsor is assigned to foster communication and help ease some of the uncertainties for deployed service members and their immediate families.
