Scope and Applicability. This program applies to all military and DoD civilian personnel within BUPERS unit identification codes (UIC) listed in enclosure (1).

Purpose

a. To establish, assign responsibilities, and provide guidelines for implementing an effective Navy occupational safety and health (NAVOSH) program per references (a); (b), subchapter 752; and (c) throughout the Bureau of Naval Personnel (BUPERS).

b. Major revisions include the requirement to have Enterprise Safety Application Management System (ESAMS) accounts created for new military and Department of Defense (DoD) civilians within 30 days of assignment to the activity. Also, safety representatives must create a deficiency abatement plan for hazards that are not corrected within 30 days.
