This instruction applies to all naval activities authorized to locally procure material to satisfy urgent requirements (Not Mission Capable-Supply (NMCS), Partial Mission Capable-Supply (PMCS), Casualty Reports (CASREPs)) in support of operational naval weapon systems.
Purpose.
To define policy, procedures and responsibilities of local procurement activities for the purchase of material to be installed in operational weapon systems.
