This module specifies the process to define and agree asset-related data and information requirements to set and assign responsibilities for the data.
This module applies to:
a) the entire asset management capability as defined within Network Rail's asset management strategy, both internal and external to Network Rail throughout the lifecycle of asset data;
b) the delivery of requests and requirements for asset-related data from those individuals and organisations external to the asset management system, for example, asset data used in financial calculations; and c) projects delivering asset-data related applications and solutions to define and agree asset data specifications and appropriate measures of quality.
It does not apply to data related to non-operational assets such as IT and office facilities assets.
This module applies when:
a) defining the asset data required to comply with Network Rail asset standards and regulatory requirements;
b) defining the required asset-related information needed for business planning, in financial processes, asset management, and asset maintenance planning;
c) defining the accountabilities for data and quality criteria to be collected through asset maintenance, renewals and enhancement activities;
d) identifying who may review, agree and sponsor proposed plans and remediation solutions to address existing data quality issues.
Purpose
This module sets out the process to:
a) identify who is a stakeholder and user of asset-related data;
b) establish and assign responsibilities to new or changed asset data;
c) define the skill sets required to manage asset related data so Network Rail may invest in developing its personnel competences;
d) identify who is the accountable party to agree the appropriate quality of assetrelated data to understand whether data is fit for purpose.
It supports Network Rail in realising principles in NR/L1/ADG/001 that set out how Network Rail governs its asset data related through:
a) defined accountabilities and responsibilities over given asset-related data sets; and,
b) defined skills and competencies needed to professionalise the management of asset-related.
The process in this module mitigates these asset-data related hazards:
a) failure to identify correct data accuracy;
b) recurring data errors issues occur;
c) failure to provide an effective data improvement plan;
d) erroneous Data accumulates and persists; and
e) structural inability to implement schema across the enterprise systems.
This module forms part of the quality management system for asset-related data, which interfaces with these processes and related management systems (nonexclusive):
a) Asset Management system;
b) Training and Development (HR);
c) Solution architecture governance; and
d) Management systems impacted by the proposed change (e.g. asset management, people / organisational management).
