This notice introduces a new Certificate of Waiver (CoW) paragraph to be issued for restricted category civil aircraft via the Web-based Operations Safety System (WebOPSS) and provides guidance to Federal Aviation Administration (FAA) aviation safety inspectors (ASI) to issue this CoW.
