This standard addresses operators, engineering and construction contractors as well as the competent authorities. To the extent third parties in the impact range of the plants and equipment of waste wood preprocessing and handling facilities are affected, this standard likewise applies. The requirements set out below form the basis for the design, construction and operation of waste wood preprocessing and handling facilities and can be used as a basis for enforcement. This standard describes the state of the art. Reference is also made to the Annex to § 3, paragraph 6 of the Federal Air Pollution Control Act (BImSchG). It applies to stationary and mobile plants as well as to ancillary units in other industries, e.g. particle board manufacturing plants or power plants storing, treating or handling waste wood.

Many waste wood preprocessing and handling facilities hold a permit under the German Federal Air Pollution Control Act (a so-called BImSchG permit) for the temporary storage and treatment of waste types beyond those listed in Section 5. Such waste types are not the subject of this standard. Screening residues from composting operations, by contrast, pose a fire safety risk and are therefore covered in Section 15.
