Purpose

This regulation provides comprehensive alcohol and drug abuse prevention and control policies, procedures, and responsibilities for Soldiers of all components, Army civilian corps members, and other personnel eligible for Army Substance Abuse Program (ASAP) services.

Applicability. This regulation applies to the Active Army, the Army National Guard/Army National Guard of the United States when in Title 10 status (National Guardsmen in Title 32 status should refer to chapter 15 of this regulation), the U.S. Army Reserve, and Department of the Army Civilian Corps members. Chapter 15 applies specifically to the Army National Guard of the United States, while chapter 16 applies to the U.S. Army Reserve. However, other chapters of the regulation apply to Soldiers of the U.S. Army Reserve and the Army National Guard, when indicated. Chapter 5 applies to Department of the Army Civilian Corps members . Chapter 6 applies to Depart - ment of the Army Civilian Corps members, military and civilian employees , Family members, and military retirees.
