scope:
Purpose This instruction establishes governance policies for implementing the urgent needs and accelerated acquisition policies of references (a) through (d) ; establishes policy for the analysis and execution of rapid prototyping , experimentation and demonstration (RPED) initiatives ; and establishes policy for the initiation and execution of Maritime Accelerated Capability Office (MACO) programs.
Applicability. This instruction applies to all organizations within the Department of the Navy (DON).
