This guidance is applicable to working on electrical equipment by LU Stations DLO staff.
Purpose
The purpose of this document is to provide guidance on the essential elements that need to be considered when agreeing safe working practices for staff who carry out work on or near London Underground (LU) stations Direct Labour Organisation (DLO) electrical equipment in circumstances in which danger may arise. This includes advice which is relevant to managers, technical support staff and maintenance staff who control, influence and undertake selection, maintenance, operation, commissioning, and testing of electrical equipment, systems and power supplies which are the responsibility of Stations DLO.
A Safe System of Work (SSoW) should be followed and where appropriate a 'Live working checklist' F5793, should be raised when working live on electrical equipment. This guidance has been written and compiled with due regard for the Electricity at Work Regulations 1989 and the on-site requirements of Stations DLO, with full recognition of the requirement, "so far as is reasonably practicable".
Live working should be avoided unless:
- it is unreasonable to work dead
- it is reasonable to work live and
- suitable precautions are taken to prevent injury.
Work should be carried out in a safe manner and using safe working practices which:
- control the risks while working
- control the working area
- utilise suitable tools and clothing
- utilise suitable insulated barriers
- provide adequate information
- provide adequate supervision and accompanying support staff (as required)
- provide adequate space, access and lighting.
Staff undertaking electrical work should:
- prevent danger and injury
- have adequate training, skill and experience
- have adequate supervision when appropriate.
